Acham que se faça a cruz e se diga a reza?

Hoje de tardezinha, para variar, via Página Reformar a Educação Superior de João Vasconcelos Costa, acedi a uma excelente notícia; para mim, representou uma acendalha de esperança para todo o cenário da educação superior portuguesa:
"EUA welcomes launch of European Quality Assurance Register for Higher Education Category: Eua News" - European Quality Assurance Register for Higher Education (EQAR) da onde extraí o seguinte texto:

"The new register, which is one of the milestones of the Bologna process reforms, aims to provide clear and objective information about trustworthy quality assurance agencies that are working in Europe. It been established by the “E4 Group” - comprising EUA, the European Association for Quality Assurance in Higher Education (ENQA), the European Students Union (ESU), and the European Association of Institutions in Higher Education (EURASHE) – under the mandate of Education Ministers from the 46 countries taking part in the Bologna process."

"Inclusion on the EQAR, which is voluntary, will be based on compliance with the European Standards and Guidelines for Quality Assurance adopted by European Education Ministers in 2005. A Committee – composed of independent experts nominated by the E4 Group, Business, Europe, Education International, together with five government observers – will be responsible for admissions to the register.
The register will be accepting applications from the summer of 2008 and information will be publicly accessible through a web-based tool. "

A acendalha de esperança que referi, resulta do facto de não termos ainda nem novas nem mandadas da "nossa" agencia de acreditação.
Será que este registo na EQAR** poderá algum dia substituir o da nossa famosa agência de acreditação? Se fosse já, é que era uma boa coisa!

Lembram-se dela? da AAAES - Agência de Avaliação e Acreditação do Ensino Superior instituída pelo Decreto-Lei n.º 369/2007 de 5 de Novembro.
Estará "isto" a levedar?
Devemos nós fazer a cruz e dizer a reza? Pelo sim, pelo não, aqui vai:

**The Register is expected to:
- promote student mobility by providing a basis for the increase of trust among higher education institutions;
- reduce opportunities for "accreditation mills" to gain credibility;
-
provide a basis for governments to authorise higher education institutions to choose any agency from the Register, if that is compatible with national arrangements;
- provide a means for higher education institutions to choose between different agencies, if that is compatible with national arrangements;
- serve as an instrument to improve the quality of agencies and to promote mutual trust among them.
